We will be installing Unity 4.2 with failover. What is different about this install is that there will be a combination of Unified Messaging users with Voicemail only users on the same platform. Has anyone done this on a 2003 network?

How is it possible to run Unified messaging users with Voicemail in the same platform ? as far as i understand how unity licensing works, you are supposed to be using UM only or VM only.
With VM only failover, the exchange has to be offbox.

According to Cisco's new licensing scheme if you have over 1500 users, you can buy mixed mode licensing. Like you said, with failover being off box then would the install be treated as a Unified install and the VM only users would access their voicemail through the TUI?
