We recently installed a mid size bundle CM 4.0 and Unity VM with 16 voicemail ports, 4 dedicated to MWI. Currently only 3 users but when users press message key they often get a busy signal. This is in a campus environment. This set up is segregated from our main network as this is a tenant space. CM interface with M1 - full T1. Not getting any support from our Vendor. Possibilities???

The messages button is set to the pilot number. CHeck the 16 voicemail ports to see if they are registered. If yes, then write down the extensions for each of them. Dial them individually to see if they work.
Try this document to see if the ports are configured correctly.
