No, the export tool stores that in an Access database as a string (up to 30 characters). I do know there have been issues on and off with 0 leading extensions here and there, it's possible one of the interfaces I'm using to get/set these values in the DOH/SQL is converting to a number, but I kinda doubt it since that value can go to 30 digits. I'll poke around in the import code to see if there's some logic error or another in there causing this.
