Using TCCS - E1 to T1 not working above channel 16

Using T-CCCS there is an E1 on on side and a T1 on the other, the timeslots are mapped 1-2,2-2,3-3,4-4...16-24,17-17,18-18...23-23. The D-channel is on the E1 TS16 and the T1 TS24. This works fine for TS1-15, starting a TS17 there is no voice path or ring back, yet both sides show trunked. Any suggestions?
