VG224/Fax Issue/On hold music

I have Cisco Call Manager 3.3 (4) SR2, with a vg224

analog solution, I have used many ports on the vg224 for identical fax machines, and now when i dial the new number it will ring several times and then go to on hold music, I have not seen anything like this

I have tried using different DID's different physical pairs swapped out fax machines and the response is still the same. Help!
