I have configured on 1760 VIC-BRI-NT/TE interface in theis way:
isdn switch-type basic-net3
isdn not-end-to-end 64
isdn tei-negotiation first-call
isdn incoming-voice voice
IF i turn on router for the first time and place a call form ip phone to bri interface,which is on 1760 (it is Active SRST router) a hear busy tone.
First ISDN layer is deactivated and is not going up.
But when i shutdown and not shutdown BRI interface then it does work all the time router is not restarted. If it is restarted it does not work till i shutdown and not shutdown interface bri.
Is there any solution for such a trouble.

Check your exact version of code for bugs using Cisco's bug toolkit on tac's site.

Try isdn static-tei # instead of tei-nego first-call, this solved the problem in my setup
