Can I use VoIP through VSAT type satellite network ?

yes, but you have a lot of latency. you may have to adjust some timers on CallManager, but you can.

the voice will have lots of problemm bcause latency, even VSAT voice have lots of echo and lots of retransmisstions also happening

VoIP over satellite works very well. Take a look at TCP spoofing boxes this will speed up the 540ms lag. Ensure your design looks at all of the Qos issues and if you have any other traffic (HTTP, FTP....) CE-507 for every 1meg. If price is no object I would do the following:

Phones 7905 , 7910 or ata186 (if you limit to these models no Service bwt issue)
Unity Networking is fun but if sat link goes down (any issue sun flairs heavy rain tornados ....etc) or all bwt taken up with calls the voice mail can be push at a latter date.
