Why can't I hear voice?

I wrote VCL6 based on TAPI using Cisco TSP3.1.

My app run well. But I can't hear voice.

then I test Cisco IP SoftPhone, I can hear voice.

My app didn't use RTP stream just Wave Driver.

Can anyone tell me why?
