why do unity voice mail ports have 2 css's?

Can someone please explain why there is a css for the device and a css for the directory? If you wanted multiple partitions that were in seperate css's, why wouldn't you create a new css with all partitions? Or is there something a vm port can do that a vm directory number cannot do? I guess callback or something... Any answers?

That is just standard way they set up the ports. The css could be configured under the device or the port and the results would be additive.
