How we can do best of our practice on ACI HW ? Is there are free labs available by cisco or third-party ?

If you need access just to the APIC GUI to make yourself familiar with the config and APIs, then https://dcloud.cisco.com/ and devnet sandboxes https://developer.cisco.com/docs/aci/#!sandbox  are the best option (and free).

If you are looking for real hardware, then I would suggest to have a look over this great article written by @Claudia de Luna : https://gratuitous-arp.net/the-hunt-for-a-cisco-aci-lab/
