we are in the process of migrating from 2x cat 6500 (with FWSM) to 2xNexus 9000
cat6500 are running in VSS, what is the best way to migrate with minimal downtime

Add the 9K's to the network as L2 only, then migrate L3 services over as you decommission services/ports on the 6500. You could add the L3 on the 9K's with HSRP with the 6500's and that will minimize the downtime as well.

Yes, it is possible to migrate HSRP over N9k and you can run OSPF between 6500 and N9k for routing.
But my view woudl be migrate the pure routing functionality of only routing to N9k and keep 6500 as distribution layer with having HSRP and dynamic routing OSPF.
You can have OSPF neighbourship with 6500 and N9k and all external or MPLS links terminated on N9k which will purely act as Core area for routing and excahnging traffic.
