I just want to know technically if I just have 1 Peer Link and using the Management Port as Peer Keepalive Link
Will such config is working?
Other Question is that if I using pair of N7K with pair of N5K, each of N5K will form 80G uplink to both of N7K. How many Peer Link should I use on the N5K 20G or 40G?

Answer to first point, yes it will work but not recommended to have one link
There is no need for increasing the peer link on N5K from 20G to 40G. in normal condition no data will switch via VPC peer link.

If peer-link failed, all vPC interfaces on the vPC secondary switch will be shutdown due the the vPC loop prevention algorithm.

I also want to know that if nexus 5596up without layer 3 module will it support ecmp routing and vlan base acl and qos?

It will support static routes for inband management but it will not support L3 physical, so ECMP will not be possible.
VLAN based QoS should not be an issue.
VLAN based ACL, I hope you mean VACL, if yes, it is possible.
