There shouldn't be much if any lag introduced by having 169.254.0.0/16 "zeroconf" automatically configured addresses and 192.168.1.0/24 private addresses sharing a vlan. You might be seeing an increase in ICMP redirects coming off your gateway router for these. The bigger issue is that the zeroconf addresses aren't stable, so every time a camera is power cycled it will probably change its address. If *that* is undesirable, then you want to switch to static addresses or DHCP reservations or something.
