Question 1:-

In response to the Product bulletin, NO. 1724, can 4908G-L3 run vmps?

Question 2:- Is 4908G-L3 switch be used as a distribution layer switch?

Not sure about qn.1

For qn2. You can use 4908g-l3 as distribution layer switch since it supports layer 3 features also...

No it does not support VMPS. 4908G-L3 is more like a router and it does not even support VLANs/VTP. It supports only bridge-groups

q1: VMPS -> not supported

q2: you can use that L3 box as a L2 switch by configuring bridging on it but you have to keep in mind that it has been designed to do L3 switching and not L2 switching,
