I have a problem with ARP. When I try ping IP address I have this information in debug and I donn't get IP address, why my router send request to 0000.0000.0000 address instead to ffff.ffff.ffff ?
09:11:29: IP ARP: creating incomplete entry for IP address: 126.x.x.252
interface Vlan221
09:11:29: IP ARP: sent req src 126.x.x.253 0015.fa92.36c5,
dst 126.128.253.252 0000.0000.0000 Vlan221.

Some devices recognize 0000.0000.0000 as a broadcast address. There is a bit in the config register of the router that deals with the format of broadcast addresses. What is the setting of the config register on your router?

Configuration register is 0xF
But for other Ip address request is to FF address
09:40:34: IP ARP: sent rep src 10.92.208.89 0015.fa92.36c1,
dst 10.92.208.89 ffff.ffff.ffff GigabitEthernet1/0/12

I notice that the ARP with zero address is associated with a VLAN interface and the ARP that works is associated with a physical interface. I wonder if there is some config difference. Can you post the config? Also what kind of device is this?

your configuration register is not 100% correct.
you need to change this to reflect what you want the router to do. a standard config-register would be something like 0x2102 (try this, it should work fine)
