Does anyone know of a site where you can type in a BGP ASN and it'll spit our who said ASN is registered to?

The other major RIRs besides ARIN are RIPE (www.ripe.net), APNIC (www.apnic.net), and LACNIC (www.lacnic.net). Each cover different geographical areas, so each AS is registered with a single RIR and hence you sometimes have to bounce around between their sites to get information for a given AS.
www.cidr-report.org should provide registration information for AS via the "Selected AS Report" box at the bottom of the page. It basically queries each of the RIRs looking for an answer.
