Could CRC errors on an ATM interface be from a rate-limit that is set too low (compared to the amount of normal traffic that crosses the link) causing the interface to occasionally drop cells containing the EoM 1?

Yes that could cause errors. I came across this problem a little while back where a customers router was set for a PCR of 20.48Mbps and our ATM switch was set to 20.00Mbps. The customer was seeing CRC errors on the routers interface.
I believe this is because the switch will only be dropping part of the packet due to the 53 byte cell and then the FCS will not match.
