Bandwidth Dedication for Encrypted Traffic

Dear All,

We have a scenario to dedicate bandwidth for a customer to 2.5M which I believe we can do by MQC on Cisco Router. But the problem is the traffic is encrypted by other server and on Router we can only see the Outer IPs.

Question is what will be the match traffic to apply MQC on it ?

Scenario:: Linux VPN Server---> Cisco Router--->Internet--->Client VPN Device
