Basic enable mode question

On a 3750 aaa new-model is enabled but at the moment it’s just the default settings and I noticed something. 
I have a username testuser1 priv 15 with a password set. When I console in with testuser1 it connects to user exec mode. To get into enable mode, enable and the enable secret password work. 

what’s the bare minimum I need to do to have console sessions go right to enable mode instead?  

I mean aside from disabling aaa new-model
