Need help please. How do I filter a specific ip range that I expect to announce to my ISP and get my upstream to filter to only accept that specific IP range from me?

Put a route-map on the neighbor statement, and reference the route-map to a prefix-list. Ask your ISP to do the same inbound.

That would probably be a good place to start. You'll have to ask your ISP to set up the filtering on their end.
