BGP soft reset and route flapping

The BGP soft reset (clear ip bgp <neighbor> soft) is interpreted as BGP Flapping?

Let me rephrase my previous answer. If you change your local BGP policy such that you filter some prefixes out or you change the BGP attributes on some others and then perform a "clear ip bgp soft out", the BGP neighbor will assigned an initial penalty or increment the penalty if it already exists for the updated or withdrawn prefixes. All other unchanged prefixes will not be affected.
