has anyone see an issue where you have an interface that is
serial 1 is up and line protocol is down
and you're unable to ping that interface?
any help would be appreciated!

Greetings:
Not weird, normal. Line protocol has to be up in order to ping an interface. Put it in HDLC and loop the CSU. If line protocol comes up and it pings, it is telco time.

An interesting side note :
If you get an up/down situation on a serial interface, and you CAN ping your own interface, it indicates that you or your provider has a loop pointed towards you. You can judge aproximately where the loop is (Near end or far end) by how many milliseconds the ping comes back as.
At least that is my experience with serial interfaces anyways...
