Hello,
After I've configured a Cisco 1700 router with the ADSL wic module installed,
every X seconds a strange error message appears:
%DSLSAR-1-DOWNGRADEDBW: PCR and SCR for VCD 1 (8/35)
has been reduced to 160k 160k due to insufficient upstream bandwidth
After the first error message of this kind, effectively
if I put in the router the command 'sh int ATM 0',
I can see that the bandwidth is set to 160k (while the line should be 640k).
The problem affected multiple different 1700 router, with different ADSL
wic modules and two different IOS versions (12.2 and 12.1).
Should it be a bad configuration of the telco line, or a router configuration error?
An obviously similar router configuration, put on a Cisco 827 series, gave no errors.
On the Cisco web site, I've found the error.. I report it here for your convenience:
----------------------------------------
Error Message:
%DSLSAR-1-DOWNGRADEDBW: PCR and SCR for VCD [dec] ([dec]/[dec]) has
been reduced to [dec]k [dec]k due to insufficient upstream
bandwidth
Explanation: The DSL line has insufficient upstream bandwidth to
support the guaranteed bandwidth that has been configured for the
virtual circuits.
Recommended Action Copy the error message exactly as it appears
on the console or in the system log, contact your Cisco technical
support representative, and provide the representative with the
gathered information.

Thanks for your precious attention.
Best regards,
Marco Pizzi.
