--> w7 sp1 means Windows 7 ?

You need Windows 8.1/10 to run the 8.2.x version(s) of Packet Tracer.

--> Computer with one of the following operating systems: Microsoft Windows 8.1, 10, 11 (64bit), Ubuntu 20.04 LTS (64bit) or macOS 10.14 or newer.

For Windows 7, try the 7.3 Packet Tracer version (download link below)...

Windows 7 normalmente é 32 bit. Tente baixar o Packet Tracer de 32 bit. Se não estiver disponível você poderá tentar rodar em outra versão de Windows de 64 bit.
