configure E1 PRI DDR for bandwidth on demand

I like to configure a E1 PRI between 2 routers so that the B-channels are only dialed when needed. So start with the B channel 1, when die Bandwith goes over 64K dial the second one and so on (like ppp multilink with dialer-load-threshold for BRI).

Is this possible?

Those two commands that you have described will do the job on E1-PRI lines too. They are not just for BRIs.

So design the dialer load threshold the way you need and here is the url for more in that area,

You can use BACP (Bandwidth Allocation Control Protocol ) for that too. Here is the url for that.
