What does the command "pvc vpi/vci" used for? Is the vpi/vci number provided by the provider. What is the purpose of the vpi/vci?

Yes this (vpi/vci) is the Virtual Path and Vurtual Circuit that your provider gives you. These values uniquely (on your interface) identify a specific data path within your ATM interface that your data/voice/etc will flow. This should be the values your provider gives you.
