As a Multilink bundle is being built up it appears physical interfaces
(out of the dialer-pool)are selected sequentially to dial out on based
on the physical port number with the highest used first eg. 1/3 then
1/2 etc.
When I have a faulty ISDN link that prevents the call be placed
multilink can't ramp up any further.
How to I get it to pass-by the faulty channel other than going in and
shutting it down.

try adding this command on your physical interfaces:-
#dialer rotor best
The usage guideline can be found here:-

hope it helps...
