Greetings:
Looking at your output, it does not appear you have an IOS on the router. A router will go to "boot#" mode when it does not have an IOS in it. When you do a "show flash", does it indicate a file? You will probably have to load a new IOS from your TFTP server.

to download the soft you can go to the rommon mode.
when the router just begin to boot preess ctrl+break (you should use a good terminal to work: hyperterminal /WIN98 or CRT)
the rommon mode is like the setup of computer there you can change config register or download the soft
