How do I remove vty lines. I only want access via the console port

I don't want any vty lines available. I want to only access the device via console port. When I try to remove the lines, the router responds, "% Can't delete last 16 VTY lines."

VTY cannot be removed, but you can deny telnet access with ACL or not to configure login password under VTY lines.
