How to restrict bandwidth per session on Inet-Link?

Hi,

I have a 4Mbit/s ATM-link to our provider and a fast ethernet on the router to the internal LAN.

I would like to allow only a specific bandwidth per http-session so that high-volume-downloads cannot use the whole bandwidth.

Normal browser traffic and all other traffic should always get enough performance (without periodically increase the inet-link-speed).

Is there any solution to make a useful QOS on the internet link?

(I have heard that special devices eg. Paketeer which are able to slow down sessions, but Cisco as the internet company should have also any solution I think)

The only solution that I know of is the microflow policing on the Catalyst 6000/6500 MSFC. You wouldn't happen to have one that's between the end-users and the Internet router would you?
