in/secure cisco router how to?

hi everyone,
Since I both cisco equipment I have problems with IRC -dalnet server. I try to apply for internet club on dalnet webpage, but they told me first to secure cisco router (I have insecure.
Message goes like:
You are using an inscure cisco router to connect. Please contact cisco's TAC website @ http://www.cisco.com and learn how to restrict access to the telnet port on your router. After this has been secured, the ban will automatically be lifted.

Use the following document as a template to secure your router

to restrict access to the telnet port, you need to create an Access-list to permit/deny networks and apply it to the 'line vty 0 4' (explained further in below doc)
