What commands are needed to limit users on a LAN to a 256kbps output/upstream?

When CAR cannot be used, because the policies need to be applied to Fast Ethernet Interface and the switches are unmanaged. So that users can be have a 256 upstream from a LAN across a PRI circuit using public IP's.

CAR would be the best way to go about rate-limiting. Alternatively, you can also try looking into traffic Shaping and Policing via Modular QoS CLI.
