is load ballancing between DS3 and FastEthernet possible?

basically i have two connections to the same destination, one via private DS3 athe other via the internet with ISP FastEthernet hand-off. i am only using static routes, would if be possible to configure a cisco7206 to route over it's fastEther interface if it detects DS3 link heavily utilized...

The router will automatically load balance, at a session level over, up to 4, equal cost paths. So, if you set up 2 default static routes, one over each interface, you will get load sharing.

To get the router to use the FE only when the DS3 gets congested, you can use the backup interface command on the DS3 but, if you do use this, the FE will be in standby mode normally and will only become active when the DS3s utilisation exceeds the threshold you specify.
