what is the status of the interfaces ? Do you have access-lists configured ? Please input "show run", "show ip int brief" outputs.

From which interface are you trying to get to the router? Interfaces BRI0i eth0 and s3 are admin down so you can get to this device through s0, s1 or s2.

i must say i can't ping all ip address which are my local interfaces.for example,192.168.14.4

If you are trying to ping on the FR interfaces I beleive you will need frame-relay map statements , in the absence of a frame-relay interface dlci command , you may want to try subinterfaces with a frame-relay interface dlci defined in the subinterfaces
