I tried to find the following info, but no luck.

Is that mean the ADSL line has no dial tone?

Yes, it cannot activate DSL line. The line may or may not have dialtone for a telephone, that is unrelated to DSL working.

If the line is known to work with another modem/router, try upgrading ADSL firmware going to:

ftp://ftp.cisco.com/access/800

download Fw 3.0.x and the related installation instructions.
