ISDN layer 2 not up

I am configuring a new AS5350 with 1 E1 PRI to accespt analog and ISDN calls. The E1 controller is up with no alarms. The corresponding serial 3/0:15 is also up, up (spoofing). However, when I show isdn status, the layer 2 is at TEI_ASSIGNED state. Debug isdn q921 shows that there is only outgoing control message but no incoming traqffic. I had changed the cable and E1 port. What could be the cause ?

I presume "show isdn status" says the physical layer is ACTIVE?

I would expect the state of the Layer 2 to be "MULTIPLE_FRAME_ESTABLISHED". I you haven't got that, you can ignore the state of S3/0:15. I would have a word with your telecom provider (or switchboard support techie) and see if they have activated the line.

Yes, the physical layer is active.

The line is activated as if I plug it in a existing non-cisco RAS, I can dial in to the same phone number.

What is the ISDN switch type? Is that configured correctly?

If I try to change to other switch type, it will bring down the E1 controller.

Upgrade the IOS! I faced the same issue with CT1 to terminate ISDN PRI in Japan.

I can see packets going out from the CT1 interface while doing debug q921 but none from telecom switch. L2 Status also same as u said (TEI Assigned).

The platform I used was 3662 with IOS 12.1 main train.

I replaced the module but no change finally I upgraded IOS to some 12.2T, it solved my problem.

The problem is resolved. It was a wrong patching to the user interface at the telco end instead of network interface.
