Latency increased after applying QoS

Hi,

Currently I had a WAN link which was congested. I tried to apply QoS (using polic-map) on the link to reduce the utilisation. However when I applied the QoS command, the latency increased from 300+ms to 600~1000ms.

Any expert can help me to clarify on this? Is there anything that I missed out?
