Line Protocol Down

Many a times it has been observed that the customers complaint that their line protocol is down. Apparently every thing is fine but when we extended the loop it is detected at both customer and the service provider end. As soon as we through the circuit the link become operational showing line protocol up. What is the logic behind this phenomenon?
