Does the router have a route back to the network you're trying to telnet from? What happens when you try telnet? No response or do you get a login prompt?
First I would ensure that you can ping the interface. If that is fine then make sure that you are allowing all inputs into the vty lines too. One other thing you could test is to see if you can bring it up via http too.
