missing "mkdir" command in IOS 12.1E

The command reference shows there's supposed to be a "mkdir" command to create folders within the filesystem - however, this command doesn't exist. I'm running image c6sup11-pk2sv-mz.121-26.E1.bin on a Catalyst 6500 in priveleged mode (15). Any suggestions on this one?
