what Services to be extended to new branch office
how many users
Wired ports and Wireless users ? (based on this Switch ports can be Caculated)
AP requirement based on the Site Survey ?
Local Internet breakout or use VPN / Leased between Main and branch office.
Dual links for redundancy - based on the how many Routers will be required
UPS backup
this is high level - not limited the list will change based on the requirements.

As Balaji notes, there's more that can be added to his list.
One, possibly very important one, network service expectations at the branch.
Often, many will expect network service, at the branch, to be "just like at the HQ".
First, trying to even achieve that, depending on how the network is used, can be very, very expensive.
Second, even with an unlimited budget, it may not be possibe.
The two major issues with sites using WAN connections are: bandwidth can be much, much more expensive, and there's distance based latency.
As part of network design, there may be things you can do to mitigate the impact of the forgoing, but it's "extra" compared to just one location's network design, and again, although such mitigation might make a WAN more LAN like, it's still not a LAN.
Further, though, do understand, much depends on how the networked is used. Some uses, at a branch, may require very little WAN bandwidth, and not even a continuous connection between branch and HQ. Conversely, highly interactive network apps, might have never taken into account the differences between LANs and WANs, and assume the latter can easily match the former.
Basically, there can be a big difference designing a network such that the branch's users hate using it, or they barely notice any difference if they happen to use the network at the HQ.
