Hi

i just want to make sure of something..

does the command or the feature of ( neighbor x.x.x.x next-hop-self )works for the IBGP sessions ??

i mean does an IBGP neighbor change the attribute of the next hoop when sending a route to an IBGP neighbor..??

A BGP speaker doesn't normally change the nexthop when sending a route to an iBGP peer. The next-hop self command forces the BGP speaker to change the next hop when advertising a route to an iBGP peer.
