Hi,
I can't seem to get the offset-list feature to work.
...
access-list 1 permit 197.164.36.0 0.0.0.255
access-list 1 deny all
router eigrp 4
offset-list 1 out 15
The result is that the router does not change the metric for the route to 197.164.36.X.
Why ?

Is the network 197.164.36.0 connected to the router on which offset-list configured? And how do you check that metric didn't change?

no. 197.164 is not directly connected to the router but received by RIP.
To check that the metric did not change I just log on a router down the path and run:
sh ip route 197.164.36.0
which will present the route metric.
