policy-map not available on 831

We are trying to use the 831 routers for our VPN rather than the more expensive 1710 model. The 831 is supposed to support ISPec and QoS like the 1710. However when porting our standard 1710 configuration to the 831 we have found that the policy-map command is not supported even though the 831 is using a newer IOS 12.3 than our 1710s which use 12.2.

Has the policy-map command changed?

I think the 830 routers only Plus feature set of XC has support for Modular QoS CLI and IP/FW 3DES feature set does not support it. Also note that starting from 12.3(2)XE this feature is available in both the feature sets. Release note of XE provides some more info.
