With fast switching enabled (the default), EIGRP will only load balance on a per session level, rather than a per packet level, so any session established over a link will not automatically switch to the lower cost link when the metric is changed which could explain what you are seeing.
It is actually recommended that you use the delay value, rather than the bandwidth, to change the EIGRP metric since this does not affect any figures or statistics calculated.
