Rate limit on a 3550

I have a Cisco 3745 in a small pop and need to connect two rate limited Ethernet customers. I'm going to utilize a 3550 to provide the interfaces for the pop LAN and the interfaces for the two customers. My question is three fold:

1. Can you rate limit a vlan or only physical interfaces?

(One customer has expressed the desire to have two diffrent Ethernet connections for redundancy)

2. Only layer two is required to rate limit (Correct?)

3. Is the correct syntax:

interface fa0/x

rate-limit input 1000000 16000 32768 conform-action transmit exceed-action drop

rate-limit output 1000000 16000 32768 conform-action transmit exceed-action drop

To allow 1Mb input and ouput with excess burst upto 32kb.
