rate limiting on 7200

I plan on installing a 7200 router with a t/3 to the internet with 4 FE interfaces to separate networks on the inside. I will need to limit the amount of bandwidth that each network will be able to use to get to the internet. What would be the best mothod to do this?

class-based policing from FE>T3 can be used to limit the amount of bw utilized upstream (or you may choose to shape upstream to a maxrate per FE subnet - class based shaping). However, there isn't much you can do for limiting downstream - unless negotiated with the service provider (to police on their side in your direction - not likely to get this though). You can rate limit the user requests, but if they download large files or streams you can't stop them until they reach your T3 ingress (by which point your link utilization has been saturated). As you identify offending users or traffic types you can configure additional restrictions to make their activity less convenient.
