Router unable to activate license

Hi, i am doing my project on packet tracer. I am using Router 2901 version 15.5(3)M4a. I am trying to activate the license securityk9 so that I am able to configure point to point VPN. However, after i reload the router, and saving configuration after typing “license boot module c1900 technology-package securityk9”, the folllowing shows. Technology-package Current: disable Type: None Technology upon next reboot: none. Is the 2901 router unable to download this package? or is somehow my “copy running-config startup-config” not loading my saved configuration?

friend if you want to lab VPN S2S then it better to use GNS3, PKT have many many limitation.

I just installed the K9 package on my 2901 in Packet Tracer version 8.2, it seems to work. Can you send over your zipped Packet Tracer project (.pkt) file ?
