What is the point of this command? If I wanted to keep certain ports from talking to one another at layer 2, I would put them in different vlans. Why put them in the same vlan and then segregate them with this command?

This is to provide isolation within a VLAN. The concept is from Private VLANs. This is similar to isolated VLANs in a PVLAN
