What is the lowest series router you can use for a T1/PRI connection?

Router 2600 or 3620 onwards will support Ct1/PRI line with NM-1CT1-CSU module..But ideally you need to use 3620 with internal digital modems so that you can terminate analog calls over isdn PRI line along with isdn calls..2600 dosen't support internal digital modems..
